Why do we chant The Repentance Sutra?

If feelings of shame and guilt reinforce the delusion of 'I', why is the Repentance Sutra seen as one of the most important daily chants in the Zen tradition.

‘All the evil Karma created by me from of old,

Out of beginningless greed, anger and delusion,

Committed with body, speech and thought,

Of all this I now make full and open repentance.’
